While the service demonstrated genuine strengths in caring and responsive practice — with reliable, consistent staff and positive feedback from people and relatives — improvements were required in medicines management, care plan detail, record keeping, and governance systems.
Kulan Care improved from Requires Improvement to Good across all three inspected key questions (Safe, Effective, Well-Led), having addressed two previous regulatory breaches relating to risk assessment and mental capacity. The service demonstrated safe, person-centred care with strong leadership, consistent staffing, and effective partnership working.
