Date of inspection 24 July to 08 August 2025. Kardinal Healthcare Limited is a care at home service, supporting people with a range of healthcare needs, providing personal care support to adults and children of all ages living in their own homes. At the time of our assessment 58 people were receiving the regulated activity of personal care. We have assessed the service against ‘Right support, right care, right culture’ (RS,RC,RC) guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found people were being supported in line with this guidance. A manager was in place and going through the process of registering with CQC. We found an open culture which sought feedback from the people it supported, their relatives and staff. This promoted learning and development within the staff team. The provider had not always notified CQC in line with their regulatory requirement to do so but had worked with the relevant bodies to lower risks, when they were identified, to keep people safe. This issue was addressed so all future notifications would be sent to CQC in line with regulatory requirements. Staff demonstrated they knew the people they were supporting well and had the right level of training to meet their needs. There were clear care plans and risk assessments in place for staff to follow, and people's needs had been assessed appropriately. The provider and managers demonstrated how they were developing their own knowledge, specifically around the Mental Capacity Act 2005. Feedback from health and social care professionals working with the provider was positive and demonstrated the provider’s willingness to work with others to achieve good person-centred care.
