Date of Assessment: 16 June 2025. North London Community Care Agency Ltd is a homecare agency. It provides personal care to people living in their own houses and flats in the community. At the time of our inspection there were 81 people using the service, although only 49 of them were receiving personal care which is regulated by the Commission We found a breach of one regulation in relation to good governance. Governance systems and audits were not effective in identifying or addressing areas for improvement. There were no robust and safe recruitment practices in place to make sure all staff, including volunteers, were suitably experienced, competent, and able to carry out their role. The provider’s systems to ensure staff were appropriately trained and supported were not effective, as some staff had not completed specialist and refresher training to develop the skills and knowledge required to care for people safely. Care plan did not always reflect the information gathered during initial assessment and changes in people's care and support needs. Consent for care and support was not always obtained or documented where required to evidence people’s involvement in decision-making. However, the service provided information people could understand. People knew how to give feedback and were confident the service took it seriously and acted on it. The service was easy to access and worked to eliminate discrimination. People received care that was fair and equal treatment. Staff felt supported to give feedback and were treated equally and free from bullying or harassment. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
