St Anne's Care Home is registered to provide care and support for up to 18 people. There were 17 people living at the service during this inspection.The inspection was carried out between3 December and 10 December 2025. This inspection was prompted by concerns we received about the safety of care provision. We found 1 breach of regulation in relation to good governance. The provider’s governance framework had not always been used effectively to identify shortfalls found during this inspection. The principles of the Mental Capacity Act 2005 (MCA) were not always followed. The provider did not have an overview of who could lawfully act on a person’s behalf. Medicines were not always managed safely.We asked the provider for an action plan in response to the shortfalls found at this inspection. The registered manager responded to shortfalls we identified by introducing new governance systems and reviewing people’s care records. We expect health and social care providers to guarantee autistic people and people with a learning disability the choices, dignity, independence and good access to local communities that most people take for granted. Right support, right care, right culture is the statutory guidance which supports CQC to make assessments and judgements about services providing support to people with a learning disability and/or autistic people. We considered this guidance as there were people using the service who have a learning disability and or who are autistic. Staff understood people’s rights and how these should be met. People were involved and consulted about their care and their views were respected. Safeguarding incidents were monitored, and policies and procedures were in place. Staff were kind and caring, taking into consideration people’s individuality. Health and social care professionals were complimentary about working with the service, with many calling the service proactive and highlighting effective partnership working.

The service was providing care and support to people in their own homes. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of this inspection, there were 3 people using the service and receiving personal care. This is the first inspection of this service. The inspection was carried out between3 December and 10 December 2025. The provider had robust recruitment processes in place. Care plans were person centred and contained enough information to inform staff of people’s needs. People received their medicines as prescribed. The management team and provider had oversight of the service, monitoring the quality and safety of care and driving improvement where needed.
