Woodchurch House received an overall rating of Requires Improvement at this December 2018 inspection, with continuing regulatory breaches in safe care and treatment (Reg 12), safeguarding (Reg 13), governance (Reg 17) and CQC notifications (Reg 18). While improvements were noted in medicines management, staffing, training, care planning and caring practice since the previous inspection, critical failures remained in safeguarding oversight, incident reporting and the transparency and effectiveness of leadership.

criticalSafeguarding: “The Provider had failed to report an allegation of abuse in line with the procedures agreed by the local Safeguarding Adults Board. This is a breach of Regulation 13.”
criticalGovernance: “The registered manager had not always acted in a transparent and candid way... they denied that this would ever take place. However, during the inspection the registered manager admitted they had smoked.”

Strengths

· Medicines were managed safely with improved recording of PRN medicines, pain relief patches and covert administration authorisations.
· Sufficient staffing levels observed; people attended to in a timely manner during mealtimes and throughout the inspection.
· Robust recruitment procedures in place including DBS checks, full employment history, references and NMC registration verification.
· Staff received comprehensive training including dementia care, end of life care, falls management and MCA, with regular supervision and appraisals.
· People's care plans improved with person-centred detail, life histories, communication guidance and individual risk assessments.

Woodchurch House received a Good rating across all three inspected key questions (Safe, Caring, Well-led), with no regulatory breaches identified. The service demonstrated strong person-centred care, effective governance, and a positive culture under a newly appointed manager.

Strengths

· People and relatives consistently reported feeling safe, with staff knowledgeable about individual risks and up-to-date risk assessments.
· Medicines were managed safely, administered by trained and competency-assessed staff, with regular audits and lessons learned shared.
· Robust infection prevention and control measures were in place across all key areas.
· Staff were described as kind, caring, respectful and knowledgeable about people's individual preferences and communication needs.
· The new manager promoted an open-door culture, was highly visible, and engaged staff, residents and relatives in continuous improvement.
