We completed an inspection between 8 December 2025 and 5 January 2026. LANHis a domiciliary care service providing the regulated activity of personal care to people in their own homes. Not all people received personal care at the time of the inspection. We have assessed the service against ‘Right support, right care, right culture’ (RSRCRC) guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.The manager and the provider understood their role and responsibilities in relation to RSRCRC. At this inspection there was not a registered manager in place, however the manager had submitted their application to become the registered manager of the service. We found 2 breaches of legal regulations in relation to safe care and treatment and good governance. People’s health risks were not always well managed, and guidance was not in place for all health needs identified. Action was taken in relation to incidents and accidents; however these incidents were not always reported to the relevant professionals. People’s needs were not always robustly assessed and care plans updated. Where restrictions were in place the provider had not implemented these in line with the principles of the Mental Capacity Act 2005, however staff understood their responsibilities around consent. Governance processes in place were not effective to identify the shortfalls we found during the inspection. However, the provider had ensured that staff completed training relevant to their role and ensured they felt supported. Medicines were well managed and infection prevention control measures and guidance were in place. People were supported to have choice in their day-to-day care and supported by staff with their independence. However, complex decisions regarding people’s care were not always clearly documented.
