The service provides personal care to older people, younger adults, people living with physical disabilities, and dementia, mental health conditions and learning disabilities. This assessment was in response to CQC receiving information of concern and to follow up on the last inspection. We expecthealth and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and reasonable access to local communities that most people take for granted. ‘Rightsupport, right care, right culture’ is the guidance CQCfollows to make assessments and judgements about services supportingpeople with a learning disability and autistic people, and providers must have regard to it. The provider needed to make improvements in how learning was implemented when things went wrong, consistency with risk assessment and care planning, medicines recording systems and how needs were assessed. Reviews were not consistently identifying gaps in people’s care records, and verbal consent received was not documented. Systems to respond to complaints were not effective, and plans were not in place to support people’s future wishes. Leaders did not demonstrate oversight of the service and a learning culture. Systems were in place to safeguard people from abuse and maintain a safe environment. There were enough safely recruited staff to support people safely and infection prevention control procedures were in place. Evidence-based care and support to maintain people’s health were provided by staff. Staff were kind, caring and respectful, supporting choice, independence and responding to immediate needs. People received person centred care, had their diverse needs met and information they could understand. The provider’s culture supported person-centred care, and there were policies in place for speaking up and supporting diversity. The provider worked in partnership with other agencies.
