Abicare Services Limited – Salisbury was rated Requires Improvement following a focused inspection of Safe and Well-Led, with two regulatory breaches identified: unsafe medicines management (Regulation 12) and failure to promptly remove staff subject to abuse allegations from people's homes (Regulation 13). Governance systems failed to prevent repeat failings previously identified in 2018, and staff reported a mixed and often unsupportive management culture, particularly in the live-in care division.

moderateIncident learning: “The registered manager was aware the response to replacing live-in carers when there was an allegation of abuse had not always been effective...a further allegation...resulted in a similar delay.”

Strengths

· New recruitment systems developed to improve reliability of checks on people's identity and right to work in the UK.
· Additional infection control procedures developed in response to COVID-19, with good supply of PPE and staff training.
· People and relatives felt safe and happy with the way staff were working.
· Service involved people, families and others effectively; most people could reach the management team when needed.
· Provider completed staff surveys and developed well-being action plans to support staff during the pandemic.
