Team Personnel Solutions (Carlisle) is a homecare service providing personal care to people living in their own homes. At the time of the assessment there were 13 people receiving the regulated activity of personal care. Date of assessment:25 March to 27 April 2026. People were safe, staff understood safeguarding, risks were assessed and reviewed, and medicines were managed safely. The provider had a positive safety culture and learned from incidents, sharing learning with other locations. Staff were recruited appropriately and had the right training, including for specialist needs such as catheter care. Safe infection prevention and control practices were in place. People’s care was effective, their needs were thoroughly assessed, care plans were person-centred, and reviews took place at least quarterly (or sooner if needed). Staff worked with health and social care professionals to support safe transitions, including from hospital, and people were supported to access healthcare services when required. People and relatives described staff as kind, respectful and responsive, and staff supported people to make choices and keep as much independence as possible. Care was joined up and information was shared in ways that met people’s communication needs. The service was well-led with approachable leaders, regular audits and checks, and an open culture where staff felt able to speak up. Leaders learnt lessons from incidents and acted on feedback from people and their relatives.
