Achievers Care Solutions Ltd is a domiciliary care agency providing care and support to people with a learning disability and autistic people. At the time of our inspection, 2 people were receiving support with personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. We carried out an announced inspection on 11 February 2025. Off-site activity started on 12 February 2025 and ended on 11 March 2025. This was the first inspection of this location since its registration; however, the service was previously operating from a different location, which was rated Inadequate at the last inspection in 2022. As part of our assessment methodology for people with a learning disability and autistic people, we assess if services are meeting the Right Support, Right Care, Right Culture (RSRCRC) statutory guidance. This includes; Right support: Model of care and setting maximises people's choice, control and independence. Right care: Care is person-centred and promotes people's dignity, privacy and human rights. Right culture: Ethos, values, attitudes and behaviours of leaders and care staff ensure people using services lead confident, inclusive and empowered lives. At the last inspection this service was rated inadequate (report published 21 October 2022). There were breaches of regulations in relation to safe care and treatment, safeguarding, governance and staffing we issued Warning Notices for each breach of regulation. At this inspection we found the provider had failed to make the necessary improvements to ensure people received safe care. We found continued breaches of regulations in relation to safe care and treatment, governance and staffing and breaches of person-centred care and of Regulation 18 of the Care Quality Commission (Registration) Regulations (2009) for failing to notify the CQC of a police incident. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
