Date of assessment 4 and 5 December 2024. The service is a home care service which provides support with personal care for older people and younger adults living with a learning disability/autism. An assessment was carried out at this service based upon the rating at the last assessment. The last rating for this service was requires improvement (published 13 October 2021). The rating has changed to good after this assessment. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. At the last assessment the provider was breaching regulations in relation to safe care and treatment, person-centred care, consent to care and good governance. They had made improvements but remained in breach of 1 regulation relating to good governance. The provider had a process for assessing the quality of the care provided but this was not always robust enough to indicate where improvement action was required. Risk management plans were not always developed to provide care workers with guidance on how to reduce risks. The provider had processes in place in relation to incident, accidents, complaints and safeguarding concerns. Learning from these was shared with care workers to reduce further risk. There were recruitment processes in place to ensure the provider could identify applicant’s skills prior to appointing staff. Staff were supported with a range of training, supervision and team meetings. Staff felt supported by the senior management. People’s needs were assessed before their care package started. People and relatives were supported to give feedback on their care. There was a clear management structure within the organisation and there was a contingency plan in case of emergencies within the service.
