Date of assessment: 16 and 18 June 2025. This service is registered to support people with physical disabilities, autistic people and people with a learning disability. ‘Right support, right care, right culture’ (RSRCRC) is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. We have assessed the service against ‘Right support, right care, right culture (RSRCRC)’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found at this assessment that improvements had been made across the service. People had been involved in their care, and when they were unable to consent, their capacity had been assessed and best interest meetings held. Incidents between people had reduced, and the provider had commissioned a positive behaviour support (PBS) specialist to review guidance and support staff with de-briefs following incidents of distress. Staff had engaged with new training with specialist providers to improve their knowledge. Safeguarding processes were now in place and the provider ensured any incidents of abuse were shared appropriately with the local authority safeguarding team. Improvements had been made within the oversight and governance systems to identify and improve the service. At our last assessment, the provider was in breach of legal regulations in relation to providing people with person centred care, dignity and respect, need for consent, safe care and treatment, staffing, safeguarding, good governance and notification of other incidents. Improvements were found at this assessment and the provider was no longer in breach of these regulations. This service has been in Special Measures since 12 September 2024. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.

We found significant shortfalls across the service and identified 8 breaches of regulation including, providing people with person centred care, dignity and respect, need for consent, safe care and treatment, staffing, safeguarding, good governance and notification of other incidents. We took urgent action to prevent the provider from taking further care packages without the written agreement of CQC. We placed conditions on the provider’s registration for them to send us action plans advising us how they planned to improve the service.
