Date of Assessment: 28 May to 05 August 2025. Cera Rotherham is a domiciliary care service providing personal care to people in their own homes. The service supported people of all ages, with different health and care needs. The Care Quality Commission (CQC) only inspects where people receive personal care. Personal care indicates that a person requires help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. Not everyone who used the service received personal care. At the time of our visit, 209 people were receiving personal care. An assessment has been undertaken of a specialist service that is registered for use by autistic people or people with a learning disability. At the time of the assessment, the service was not used by anyone with a learning disability or an autistic person. However, we assessed the care provision under Right Support, Right Care, Right Culture, as it is registered as a specialist service for this population group. This assessment was prompted in part due to concerns received about the service. At our last assessment the service was rated good. At this assessment the rating has remained good. This inspection covered all quality statements under the key questions Safe, Effective, Caring, Responsive and Well led. During this assessment we found no evidence that people were at risk of harm from the concerns raised. Staff were confident in their abilities to promote positive risk taking, which enabled people they supported the freedom to pursue their own interests and to live their lives as they chose. Staff understood people’s individual ways of communicating and this enabled people to be listened to and supported in ways that met their needs. Care was delivered in ways that were person-centred and promoted people’s dignity, privacy and human rights. Support staff treated people with kindness and respect. The provider had a culture of learning and people felt confident to raise concerns. People were protected and kept safe. Staff understood and helped people to manage risks. There were enough staff with the right skills, qualifications and experience to provide care and support to people. The registered manager made sure staff received training and regular appraisals to maintain high-quality care. Staff managed medicines well and involved people in planning any changes. People were involved in assessments of their needs. Staff reviewed assessments taking account of people’s communication, personal and health needs. Care was based on latest evidence and good practice. Staff worked with all agencies involved in people’s care for the best outcomes. Staff made sure people understood their care and treatment to enable them to give informed consent. People were treated with kindness and compassion. Staff protected people’s privacy and dignity and treated them as individuals and supported their preferences. The provider supported staff wellbeing. People were involved in decisions about their care and staff provided information in a way people could understand. People knew how to give feedback and were confident the provider took it seriously and acted on it. The registered manager was visible, knowledgeable and supportive, helping staff develop in their roles.

Minor concerns were noted around inconsistent staff practice and training, telephone responsiveness for complaints, and the frequency of staff supervision, all of which the registered manager acknowledged and was taking steps to address.
