We carried out this inspection from 19 November 2025 to 20 November 2025. The service is a supported living service providing support to people with a learning disability and autistic people. There were 12 people living in the service at the time of our inspection, but only 7 who received the regulated activity of personal care. We inspected 24 quality statements. We inspected the service to follow up concerns raised by partner organisations. The provider was highly motivated to maintain a high level of care to people. People were protected and kept safe. Staff were recruited safely and received appropriate training and supervision. Staff were trained to raise and respond to safeguarding concerns both internally and to external agencies. Medicines were stored, documented, and administered safely. People were supported by staff who treated them with kindness and respected their dignity. There was a system in place for responding to concerns or complaints. A dedicated management team led the service. Staff were able to raise concerns and told us managers were approachable and supportive. However, we found people’s health conditions and associated risks were not consistently assessed and not always managed in line with best practices. People’s needs were assessed but not consistently reviewed. Staff did not always ensure people’s care and support met individual needs and preferences. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence, and good access to local communities which most people take for granted. We found people did not consistently receive care and support in accordance with the principles of this guidance. At the time of the inspection, the new manager had not yet submitted their registration with CQC.

Gloucestershire Community Support Services received an overall Good rating with Outstanding for Responsive at its first inspection in April 2022. The service delivers exceptionally person-centred support to people with learning disabilities, autism and mental health needs, underpinned by a strong learning culture, skilled compassionate staff and effective leadership.
