Baxter Gates, a supported living service for people with learning disabilities, was rated Good overall with an Outstanding rating for Responsive at its first inspection in May–July 2022. The service demonstrated exemplary person-centred practice, enabling people to achieve significant independence goals, with no failure themes identified.

· Very low staff turnover and no agency staff use, supporting consistency and strong relationships with people
· Robust safeguarding culture with staff trained to recognise and report abuse and people informed of how to raise concerns
